chore: update Go version and dependencies to 1.23-alpine ...

- Update golang container version in GitHub Actions file to `1.23-alpine`
- Change go module version to `1.23.0`
- Upgrade `golang.org/x/crypto` to `v0.36.0`
- Upgrade `golang.org/x/sys` to `v0.31.0`
